ANRE has completed the unannounced inspection of "Apă-Canal Chisinau". What irregularities it found
The National Agency for Energy Regulation (ANRE) has completed its unannounced inspection of "Apă-Canal Chișinău" after the water disconnections in early February, when the supplier ran out of electricity due to accumulated debts. ANRE thus found that the disconnection of the "Botanica" drinking water pumping station, which left several residents of the capital without drinking water, was unjustified.
"The non-functioning of the SCADA information system (Monitoring, Control, Data Acquisition System) due to the disconnection of electricity at the administrative block at 38 Albișoara Street, mun. Chisinau did not influence the functioning of the pumping stations, due to the existence of the machines or, where appropriate, the possibility of delegating additional staff to the pumping stations. Thus, the disconnection of the "Botanica" drinking water pumping station was unjustified", ANRE states.
"Apă-Canal Chișinău" S.A. was obliged to revise its internal procedures by 30 April 2023 to ensure the continuity of water supply and sewerage services in risk situations.
ANRE started an unannounced inspection of "Apă-Canal" on 3 February, after the company "Premier Energy" disconnected on 2 February two power plants managed by "Apă-Canal" because of accumulated debts. According to Premier Energy, the debt of the joint-stock company amounts to about 69 million lei, which includes overdue invoices that have not been paid since November 2022.
