An alternative report on the implementation of reforms necessary for the opening of negotiations on Moldova's accession to the EU was presented
Expert associations in Chisinau have presented a shadow report on the implementation of the nine steps for the opening of EU accession negotiations. The government's actions were rated 3.8 out of five points. Progress has been made in reforming the justice system, but there is still much work to be done on dismantling the oligarchy, Ilie Chirtoaca, executive director of the Centre for Legal Resources (CRJM), told Moldova 1.
The commitment to justice reform received four out of five points, and this is because the Government and Parliament have largely achieved the European Commission's recommendations on reforming the judiciary and prosecutors' councils. The process needs to continue, but there are other factors - for example, the delegation of judges to the SJC is the responsibility of the profession, but the meeting of the judges' assembly has been adjourned until next week.
"This score stops on 31 March. Respectively, there is still some time because the deadline is June 2023 in which Moldova can improve this score, or if things go off track, this score can be revised. In terms of progress, we can say that we are doing quite well in the area of justice reform," says expert Ilie Chirtoaca.
The justice ministry has proposed a bill to eliminate the harmful influence of oligarchs from public life. However, it is a complex process - not only the laws but also the internal regulations of the controlling institutions need to be changed. The dismantling of oligarchy commitment was rated 3.3 points.
"Such laws do not really exist in the countries of the region, practically the Republic of Moldova, Ukraine and Georgia are the pioneers where such initiatives have occurred. And obviously there are many lessons to be learned, for example the Venice Commission issued an opinion saying that the authorities still have a lot of work to do on these laws, because in the formula in which it was presented, it contains certain shortcomings that need to be removed," says the executive director of the CRJM.
The authorities have undertaken 60 actions related to the nine recommendations of the commission. According to the report, 14 have been implemented, 21 - implemented with reservations, 23 actions have been launched and are in the process of implementation, and two have not yet been initiated.
