The head of Moldovagaz, Vadim Ceban, about the debts of the Transnistrian region: "We don't supply free gas to anyone"
The Transnistrian region is obliged to pay for the natural gas supplied by Moldovagaz on the left of the Dniester. Statements to this effect were made by the head of the company, Vadim Ceban, in the program "The Price of Freedom", produced by Nokta. The director of Moldovagaz assures that the company does not provide free natural gas on the left bank and reiterates that the debts of the Transnistrian region will not be passed on to the citizens on the right bank of the Dniester.
"Moldovagaz is a commercial enterprise. We do not provide free gas to anyone. We have a supply contract. The debt, which is registered at the Tiraspol Transgaz branch, is recorded in specific documents every month, quarter and year. If they don't pay, that doesn't mean the debt isn't fixed. I hope that sooner or later they will pay for it", said the head of Moldovagaz, Vadim Ceban.
Ceban assured, during the interview, that "no one will collect this debt from consumers on the right bank". According to the director of Moldovagaz, the obligation to pay it rests with Tiraspol Transgaz and consumers in the Transnistrian region.
"The obligations for this debt belong to the administration of the Transnistrian region. (…) With a political solution to the Transnistrian conflict, the issue of the region's debt will be on the agenda, but no one, I emphasise once again, none of the consumers on the right bank will pay even a single leu, penny or cent for consumers from the Transnistrian region. The debt is commercial and belongs to one of the company's shareholders, the problem will be solved with the participation of the shareholders", Vadim Ceban also emphasised.
TRM.MD recalls that Chisinau and Tiraspol reached a consensus regarding ensuring the energy security of the two banks, at the beginning of December. Thus, following the negotiations, it was decided that Moldovagaz offers the Transnistrian region all 5.7 million cubic metres of gas per day delivered by the Russian concern Gazprom for the entire Republic of Moldova, while the right bank will use gas from the accumulated stocks. Instead, Chisinau obtained an advantageous contract for the purchase of electricity from the Cuciurgan Power Plant, at a price of $73 MW.
In addition, the Public Property Agency signed, on August 11, 2022, a contract for the purchase of independent financial and legal audit services of Moldovagaz's debt to Gazprom and Factoring-Finance. The audit will be carried out by two external companies: "Wikborg Rein Advokatfirma AS" from Norway and "Forensic Risk Alliance & Co" from Great Britain. According to the contract, the two companies undertake to audit the debts for the gas delivered to the Republic of Moldova, right bank, until January 30, 2023.
