Moldova simplifies driving licence process with new digital services
The changes that took effect on November 17, 2024, will simplify the process of obtaining a driving licence and introduce new digital services, making it easier for citizens to access public services.
The Public Services Agency (ASP) recently held an event to present the new legislative changes to the public, aimed at simplifying the process of obtaining a driving licence, along with new measures for the digitalization of public services. These reforms, which took effect on November 17, 2024, are part of an ongoing modernization process within the institution, including alignment with European Union standards.
Simplifying the process of obtaining a driving licence
Among the new regulations are significant changes regarding the driving test. Individuals holding a category B driving licence will automatically be granted the right to drive vehicles in the AM subcategory (moped/scooter), and those who have held a category B licence for at least 24 months will be able to obtain the right to drive light motorcycles (A1) without taking an additional test, provided they have completed an authorised course.
Additionally, individuals wishing to obtain a licence for higher categories will take the driving test in vehicles with automatic or semi-automatic transmissions, simplifying and adapting the examination process to market and citizen needs.
Renewal of ASP’s vehicle fleet
Alongside the new regulations, ASP also announced the renewal of its vehicle fleet for examination purposes. In just three years, the agency has acquired 76 new vehicles (cars, trucks, buses, minibuses, and motorcycles), worth approximately 70 million lei. This measure aims to improve the quality of services and ensure a safer, better-equipped environment for conducting driving tests.
"Renewing the institution's vehicle fleet is a priority. We aim to provide citizens with a more efficient and safer examination process. Investments in new vehicles directly contribute to improving the quality of services we offer," said Mircea Eșanu, Director of ASP.
A new testing location for categories C/CE
Another important detail announced during the event was the opening of a new testing location for categories C and CE. Located on Hîncești Street in Chișinău, the facility will be available for testing starting in the second half of December 2024. This new location will reduce waiting times and facilitate citizens’ access to examination services.
Digitalization of Public Services
One of ASP's main goals is the digitalization of public services, and to this end, the agency will launch a series of new electronic services. These include the online transfer of vehicle ownership and the online renewal of driving licences. These new options will be available to citizens who hold a qualified electronic signature, offering quick and easy access to public services without the need to visit the relevant institutions.
Furthermore, by March 31, 2025, ASP will launch a new citizen identification card for the Republic of Moldova – the card-type ID – which will include an electronic data storage medium. This card will allow citizens to access the agency’s electronic services online.
"Digitising services is not just a necessary step towards aligning with European Union standards, but also a means of reducing bureaucracy and providing citizens with faster, more direct contact with public authorities," added Mircea Eșanu.
